I manage all the processes in peer review of 6x DoD-Congressionally Directed Medical Research Programs. This includes managing initial scientific and administrative review of grant applications, program project grants, and training grant applications as well as research project applications submitted in response to Program Announcements and Broad Agency Announcements. 2. I simultaneously supervise ~20 direct and ~50 indirect personnel. These personnel include Scientific Review Officers (equivalent to Health Science Administrators), Scientific Quality Assurance Readers, Project Managers, Project Task Leads, Project Support Specialists, Review Technical Assistants, Editors, Editorial Quality Control Agents, and other support staff that assist in various processes and process chains. 3. For all programs, I am responsible for controlling their scope, overseeing the initiation and planning of program activities, coordinating the functional requirements of the peer-review in each program by generating the review specification sheets based on mechanisms that are offered in a fiscal year. 4. I draft and review the Program Announcements in tandem with CDMRP Program Manager for multiple CDMRP programs by providing scientific evaluation criteria for mechanisms while adhering to relevant federal guidelines. 5. I conduct employee and reviewer orientations, quality control, and risk management in accordance with CDMRP requirements. 6. I manage workload and project priorities and ensure timelines are adhered to. I direct staff to remain focused on project goals. 7. I plan and conduct application referral of over 500+ scientific proposals in multiple receipt cycles. I write specific guidelines for electronic grant proposal referral that I provide to supporting scientific review officers for managing various expert panels. 8. I supervise multiple peer review meetings simultaneously, orientation sessions, training activities, as well as oversee the smooth running of multiple simultaneous panels by providing the guidance on all demanding administrative matters. 9. I help in preparing and administering the annual budget for the peer-review of CDMRP programs and supervise the production of 600+ Summary Statements (SS) resulting from these reviews while ensuring that the production and editorial staff have adhere to stated budgets and timelines. 10. For financial reporting and tracking of the project deliverables, I perform routine project management while closely working with the integrated program team consisting of representatives from various contractors to ensure open and regular communication. 11. I update protocols, SOPs, SRO and Reviewer Handbooks, policy documents, training materials for various scientific and non-scientific staff to facilitate smooth operation of various tasks and to help in inculcating new business concepts, best business practices, and business solutions. I clarify administrative and policy requirements associated with peer review. 12. I help in drafting and enforcing scientific peer-review management policies and procedures, counseling Scientific Review Officers, performance evaluations of staff I supervise and recommend promotions. 13. I establish peer-review panels and refer applications to these panels. I supervise SROs to assemble expertise based balanced group of experts and consultants to serve on various peer-review panels. 14. I establish criteria and standards for review panels to follow based upon the requirement conveyed by the Programmatic Review Committees. 15. I contribute to review and drafting of Summary Statements making sure that all reviewer critiques, comments and discussion notes are captured and properly presented in summary statements 16. I review and advise on commercial competitive proposal against government RFP. 17. I respond to impromptu questions by peer-reviewers about peer-review criteria, applicant eligibility, period of performance, inclusion and exclusion of various focus and subjects area, requirement of preliminary data, need for personnel effort etc. 18. I maintain personnel interactions and expectations, by planning, organizing, completing, and presenting assessments of program/project management concepts, analyses, studies, and procedures. I attend to staffing needs by participating in interviews, mentoring new recruits, and conflict resolution. Additionally, I am also responsible for the training activities of all scientific personnel and for the weekly meetings with supporting Scientific Review Officers various programs. 21. I have conducted panel recruitment, expertise identification and COI searches/assessment, supervised and facilitated online, onsite application discussions among scientific and specialist reviewers, and written Summary Statements. 26. I serve as liaison between federal staff and Scientific Review Officers and reviewers. I ensure that high quality written reviews are obtained by SROs from the reviewers. I provided feedback and recommendation to Scientific Review Officers during the entire program cycle for panel management, critique monitoring and summary statement writing. 27.
