He initially started his research career with Forest Research Institute (FRI) Dehra Dun, to study the ecology of larger mammals. Afterwards he concentrated on avian ecology during a decade and half-long association with the Bombay Natural History Society (BNHS). As a Research Biologist he has worked in various protected areas (PA’s) covering majority of Indian states. The scope of working in various Protected Areas helped him to understand the dependency of fringe community on the Protected Areas. He has handled several research projects either jointly or in individual capacity during his tenure with BNHS. Thereafter he joined The Energy and Resources Institute (TERI)’New Delhi, where he was instrumental in coordinating a World Bank funded project on Biodiversity Strategy Planning in U.P. and Uttaranchal, where assessing and managing biodiversity were the key areas of approach through development of a Vision Document. During his association with TERI, he was involved in the preparation of Draft National Environment Policy (NEP) for the Ministry of Environment and Forest (MoEF), Govt. of India. He is equally conversant with Environmental Impact Assessment (EIA) studies of development projects with focus on ecology and biodiversity of adjoining areas. At JPS Associates, he was responsible for management of consultancies in NRM sector in addition to project design and execution. During 2017-19, he was involved in an ADB funded project in Patna, Bihar to monitor environmental safeguards for New Ganga Bridge Project. During the same period, he was associated with a JICA Funded project entitled “Sustainable Forest Management and Livelihood in Himachal Pradesh” as Bio-diversity conservation expert. Participatory Forest Management and Poverty Alleviation Project, Uttar Pradesh, India Period : September 2009 – August 2011 Activity : Project Management Consultant (PMC) to assist PMU Client : UP Forest Department and Japan International Cooperation Agency (JICA) Position : Wildlife Conservation Specialist (a) Establishing database for biodiversity research institutions and consultants. • Procuring specialized contractors for the biodiversity research, inventory, and feasibility study on ecotourism. • Supervising the work of contractors mentioned above and ensuring the quality of their outputs. • Securing the environmental clearances for project works; and • Implementing a pilot study on the impact of community reserve declaration on the natural and socio-economic conditions. Integrated Management of Forest Resources in Sikkim Period : April 2009 – Nov. 2009 Activity : Bio-diversity Conservation Client : Department of Environment, Forest & Wildlife Management Government of Sikkim & JICA Position : National Team Leader The objectives of the Project are to improve the living standards of inhabitants in the state of Sikkim and to conserve its biodiversity through entry point activities, eco-tourism, participatory biodiversity conservation, and forest protection and management. The Preparatory Study for the Project was conducted to formulate such a project. The terms of reference of the Study agreed on between the Government of India and JICA are as follows: 1) to verify the background and necessity of the Project, 2) to propose project details, 3) to propose the project management structure, and 4) to examine the Project’s effectiveness 5. South Asia Sub-regional Economic Cooperation (SASEC) Tourism project Period : 2007– 2008 Activity : Environmental Audit Client : Asian Development Bank Position : Environment Expert The Asian Development Bank (ADB) was the Executing Agency for this Project Preparatory Technical Assistance (PPTA). The PPTA was undertaken on behalf of the SASEC Tourism Working Group (TWG) and in close cooperation with the tourism ministries and national tourism organizations (NTOs) of Bangladesh, Bhutan, India, Nepal and Sri Lanka. A Consulting Team led by Tourism Resource Consultants Ltd (TRC) of New Zealand, in association with METCON Consultants (METCON) of Nepal and leading consulting firms from each of the other SASEC countries carried out the work. The essential task of this PPTA was to assess the feasibility of and to design a comprehensive project for possible ADB financing of a package of priority investments in tourism-related infrastructure and facilities that will hasten implementation of the SASEC Tourism Development Plan (2004). As environment expert Mr Mohapatra looked at “significant environmental implications” that include all ecological, physical, social and cultural impacts identified previously at the time of preparation of REA. The accurate and balance judgment of the Environmental expert is thus important when preparing the REA as it will act as the filter to identify those projects that need closer environmental review. Reliable secondary data also collected to help assess the current environmental situation of the sites and project impacts of those projects after subjecting them to REA. 6. Limited Environmental Audit, Madhya Pradesh, India Period : 2007– 2008 Activity : Environmental Audit Client : World Bank Position : Environment Expert This World Bank funded project, which otherwise known as Madhya Pradesh District Initiative Project is a rural development project. The project has adopted a demand-based approach, by strengthening the process of decentralization at the village level. The project targets the socially and economically disadvantaged groups, especially women and families of schedule caste/ tribe and the marginal farmers. The broad project objectives are: • Create income opportunities for the rural poor • Empower groups of disadvantaged • Support investments in small sub-projects As environment expert I, looked at the sub-projects from environmental view point and suggest whether these sub-projects are environmentally sustainable at the long run. 7. Evaluation of National Parks and Wildlife Sanctuaries, India Period : April 2007 – Sept. 2007 Activity : Evaluation Client : Ministry of Environment and Forest (MoEF) Govt. of India Position : Bio-diversity Expert The Ministry of Environment and Forests (MoEF) gave a consultancy to JPS Associates (P) Ltd. to undertake an evaluation of the above mentioned Centrally Sponsored Scheme (CSS). A total of 30 Wildlife Sanctuaries and National Parks situated in 24 states of the Union, were selected by MoEF for this purpose. The regional committees which had visited the sites and prepared reports based upon these field visits were made available to JPS together with the evaluation done by the same regional teams a majority of the states in question The consultants were asked to carry out the evaluation specifically with respect to ‘financial and physical achievements, constraints (upstream and downstream), whether objectives of the scheme were met etc. during the implementation of the scheme, during the 10th plan, based on the reports received from the expert committees. 8. Preparation of City Development Plan, Kanpur, India Period : 2006. – 2007 Activity : Environmental Study Client : JNNURM Govt of India & Kanpur Nagar Nigam Position : Environmental Specialist The objective of preparation of Kanpur City Development Plan is to identify the infrastructure projects to be implemented during mission duration across various urban sectors along with the proposed implementation mechanism including the Private Sector Participation (PSP) strategy. He was responsible for interpreting the information related to air, water and noise pollution, suggesting the ways to improve the environmental status and prepare an environment management plan. 9. Punjab Rural Water Supply and Sanitation Project, Punjab, India Period : 2006– 2006 Activity : Environmental/socio-economic study Client : World Bank Position : Environmental Specialist He has carried out stakeholders’ assessment including beneficiary subgroups, identification of positive and negative social impacts likely to occur for different sub-groups or beneficiaries as a result of project interventions; assessment and prioritization of impacts based on their significance and suggesting measures to minimize negative impacts and derive the maximum from positive impacts. 10. Biodiversity Conservation and Management in the State of Punjab, India Period : 2005 – 2007 Activity : Biodiversity Conservation Study Client : Punjab Forest Department & Japan International Cooperation Agency (JICA) Position : Biodiversity Conservation Expert The project aimed at preparation of a comprehensive plan for the management of Biodiversity sector in Punjab. Was responsible for evaluation of terrestrial ecosystems in the Shivalik tracts, assessment of aquatic biodiversity (Wetlands) in the three Ramsar sites of Punjab, identification of endangered, threatened and endemic species of Punjab, interventions for biodiversity management both in-situ and ex-situ, strengthening PA management capabilities, strengthening / development of infrastructure and recommendations for developing strategy and action plan for biodiversity conservation in Punjab. He is also responsible for overall coordination including field survey, report preparation and client interaction etc. 11. Preparation of Environment and Social Management Guidelines (ESG) including Monitoring Plan, Himachal Pradesh, India Period : 2005 Activity : Project Report Review Client : Himachal Pradesh Forest Department and World Bank Position : Project Reviewer Objective of the consultancy assignment is to prepare Environment and Social Management Guidelines (ESG) including Monitoring Plan to mitigate the adverse impact on social and environmental issues at the time of design and implementation of sub-project components for the proposed Himachal Pradesh Mid-Himalayan Watershed Development Project. Responsible for reviewing the technical and managerial aspects of the project in the light of the following guidelines: • Assessment of the legal and regulatory environment of the project • Assessment of Performance of PRIs towards establishment of systems to achieve equity and inclusiveness of vulnerable groups in the overall development programs. • Detailing out the Co-ordination mechanism for overall sustainability. • Assessment of the nature and magnitude of the traditional or customary rights of marginal communities • Assessment of the availability of potential crop residues and other fodder sources in the region including options of stall-feeding practices. • Assessment of the incremental improvements and expansion strategies that are necessary to be built in the proposed project. • Development of Environmental and Social Management Guidelines (ESG), which includes, • Development of Environmental and Social Screening Criteria and Procedures. • Development of a monitoring plan. • Integrating Environmental and Social Guidelines in Project’s Operation Manual. • Assisting in Public Disclosures. 12. Development of strategy and action plan for the conservation of biodiversity in UP and Uttaranchal, India Period : Apr. 1999-2001 Activity : Biodiversity Planning Client : World Bank Position : Biodiversity Planner This World Bank assignment addressed the entire gamut of issues relating to biodiversity and protected area management of the State in the form of socio-economic and community considerations, legal issues and biological parameters. Some of the tasks of this study included, an identification of ecosystems and habitats in the state that are important for conservation, their prioritization and the design of appropriate management mechanisms; an assessment of the adequacy of conservation management plans and practices, regional planning approaches and development activities on Protected Areas, surrounding buffer zones, forested ecosystem, grassland and wetlands. Other aspects relate to ex-situ conservation, landscape management, development of participatory approaches, human resource management and integration of biodiversity in IT activities. In the capacity as Biodiversity Planner, Mr Mohapatra coordinated the development of the project, organized interactive workshops, conducted field work and helped in the drafting the position papers and the final strategy 13. Biodiversity Research Management in PA’s of Uttar Pradesh and Uttaranchal, India Period : 2001 – 2003 Activity : Ecological and Sociological studies Client : World Bank & UPFD, India Position : Team Member This project involved the conduct of applied ecological research on a wide spectrum of ecological and sociological studies that are of direct relevance to the management of Protected Areas and biodiversity conservation in the States of Uttar Pradesh and Uttaranchal. TERI was the coordinating and research monitoring organization for this project that encompassed eleven different research projects on wetlands, human-animal conflicts, rehabilitation and reintroduction, impacts of grazing, impacts of fire, analysis of the illegal wildlife trade, assessment of natural regeneration, zoo management, NTFP management, biodiversity of social forestry areas and the impact of tourism on protected area management. As a team member drafted the terms of reference for the research projects, monitored and facilitated the conduct of research on 11 projects pertaining to protected area management, reviewed the reports prepared by sub consultants and contributed to final report writing to ensure that the project findings were integrated into Protected Area Management Planning. 14. Biodiversity profile of Dahanu Taluka of Maharashtra, India Period : 2003 Activity : Assessment of conservation priorities Client : Ministry of Environment and Forest, Govt. of India Position : Project Coordinator This MoEF project looked at Assessment of conservation priorities, management issues and faunistic and floristic diversity of ecologically fragile Dahanu Taluka. Coordinated the project including field survey to assess the land use pattern, biological survey, data analysis and report preparation. 15. Biodiversity status and strategies for conservation of rare and endangered species of Punjab, India Period : 2000-2001 Activity : Survey and Assessment Client : Wildlife Department, Govt. of Punjab, India Position : Biodiversity Expert This project of the Wildlife Department of Punjab addressed the biodiversity profile of the state with special emphasis on endangered flora and fauna and suggested conservation strategies for the same. I was involved in the project as a team member and was responsible for collection of secondary data, field survey to collect both qualitative and quantitative data, presentation of findings to the client and preparation of draft and final reports 16. Rapid Environmental Impact Assessment (REIA) for Dandeli Mini-Hydel Project Karnataka, India Period : 2002 Activity : Environmental Impact Assessment Client : Murdeshar Power Corporation Ltd., India Position : Team Member An ecological assessment of the forest area both downstream and upstream of the proposed Hydel project on river Kali. Responsibilities included leading field research team, undertaking floral and faunal assessment in the project impact area. The study addressed the aquatic and terrestrial ecosystems of the said area based on primary survey and made suggestions to conserve the endangered species the forest and aquatic ecosystem holds. 17. Socio- economic impact of afforestation in Shivalik Hills under Punjab Afforestation project (PAP), India Period : 2002 Activity : Evaluation Client : JBIC Position : Socio-economic Expert The study aimed at conducting an analysis of the socio-economic benefits of the project to see how effectively the project achieved its objectives, how efficiently it was carried out in the given financial limitations and what lessons could be learned to improve future project interventions. This JBIC project was initiated with the following objective: • Assess the socio-economic impact of afforestation programme in Shivalik Hills carried out under Punjab Afforestation Project • Review the institutional structure for the management of above plantations • Make suggestions for improvement based on participatory impact assessment and field observation 18. Integrated Natural Resource Development and Poverty Reduction Project, Haryana, India Period : 2001 Activity : Socio-economic Assessment Client : JBIC Position : Team Member Special assistance for project formation for Integrated Natural Resource Development and Poverty Reduction project in Haryana; The project had the following broad areas under its coverage. To review similar projects implemented by the European Union (EU) in Haryana, target project beneficiaries, formulate recommendations on Village Forest Committee (VFC) operation and poverty reduction activities, study the proposed Institute of Natural Resource Management (INRM) and set operation and effect indicators for poverty reduction activities. 19. Institutional and Social Assessment of Forestry Sector projects in Jharkhand and Assam, India Period : 2004 Activity : Institutional and Social Assessment Client : World Bank Position : Team Member The overall objectives of this study were to (i) to assess the socio-economic benefits derived from the forestry sector projects under implementation (ii) to review the institutional structure for management of these projects. Monitoring and Evaluation of Afforestation Programmes in Punjab, India Period : 2002 Activity : Monitoring and Evaluation Client : JBIC Position : Team Member The project aimed at restoring ‘environmental balance’ by bringing all available vacant, marginal and wasteland under tree cover preventing further destruction of natural forest in uplands and increasing agricultural production. He was responsible for soil conservation planning and environmental impact assessment for preparation of master plan and feasibility study of Irrigation and Rural Development Project in Upland Area in southern part of Luzon Island (3,000 ha). He also recommended the suitable organization and project management method, in due consideration of project costs and benefits calculation. 21. Post- Project Evaluation of Participatory Forest Management (PFM) project in Orissa, India Period : 2004 Activity : Evaluation Client : UNDP-GEF Position : Evaluation Specialist The Project aimed at assessment of the post project scenario of the JFM activities implemented in one of the northern most district of the state (Mayurbhanj). The evaluation process focused on the increment and stabilization of afforestation project and to what extent it has met the subsistence need of the local community, particularly the poor and disadvantaged section of the society. 22. Environmental Impact Assessment (EIA) for Narayan Sarovar Chinkara Sanctuary , Gujurat, India Period : 1995 Activity : Impact Assessment Client : Sanghi Cement Industries Position : Field Biologist Responsibilities included developing project proposal, conducting field surveys in the project impact area. Since Narayan Sarovar Chinkara Sanctuay is getting adversely affected by the construction activities of the cement industry, it was felt to have an EIA done to understand the current status of the flora and fauna. 23. Population status and Species composition of aquatic birds in Harike Wildlife Sanctuary, Punjab India Period : 1996-97 Activity : Survey and InventorizationAssessment Client : Punjab State Wildlife Department Position : Biologist The study addressed habitat utilization of resident and migratory birds in Harike WL Sanctuary- A Ramsar site. General ecology of the wetland was studied with birds as the target species.
