Profile Summary

Dr. Charles A. Gardner has over 20 years of experience creating and managing international health R&D programs and partnerships in Africa, Asia, Latin America and the Middle East. After completing his PhD in Cell, Developmental and Neurobiology at the University of Michigan, Charles was awarded a Congressional Science Fellowship to work on the Hill, advising the US Congress on health policy issues. He has subsequently served in increasingly senior positions in government and philanthropy -- with a strong focus on strengthening local capacity to address emerging and neglected infectious diseases. As NIH's Program Officer for Africa and the Middle East, Charles directed a $3m multi-agency US-Egypt Biotechnology Program involving NIH, NSF and the USDA. As the Science Attaché at the US Embassy in New Delhi, he led and created new Indo-US health research programs focusing on vaccine development, maternal & child health, and contraceptive & reproductive health. Charles also created the Indo-US Technology Management Program (IUTMP) to promote local public-private R&D partnerships. In 2003, the Rockefeller Foundation invited Charles to direct its investments ($11m/yr) in public-private R&D partnerships to combat HIV, TB, malaria and dengue. He has subsequently served as a Senior Research Advisor to the World Health Organization (WHO) in Geneva, and Health Director in the UBS Optimus Foundation in Zurich Switzerland. Charles was recently asked by the WHO to conduct a 3-month assessment of Kenya's Health Innovation System, and by the World Intellectual Property Organization (WIPO) to deliver a series of lectures at the University of Tehran on the management of intellectual property in university-industry R&D partnerships. Charles has conducted project site visits to biomedical research laboratories, biopharma companies, social enterprises and non-profit organizations throughout Africa, Asia, Latin America and the Middle East. He has over 90 publications, and has been an invited speaker at health conferences in Algeria, Bangladesh, Cambodia, China, Cuba, DR Congo, India, Indonesia, Iran, Japan, Mali, South Africa, Switzerland, the UK and US. Charles has also held adjunct and Assistant Professor positions at Columbia University and Howard University.
